Phil leads a presentation focused on the significant regulatory changes set to have taken effect in the UK, including the end of WOWGR and the removal of duty stamps, effective from March and May, respectively. He will also review the introduction of the new APPA approval scheme, explaining its role within the updated framework.

He will address how these changes are progressing, sharing updates on any teething issues encountered during the transition period. His discussion will highlight how businesses and stakeholders are adapting to these shifts, emphasising both successes and areas where challenges persist.

About Phil

Phil Griffiths is an independent excise consultant with over 30 years’ experience in the excise field. Phil started his journey in excise in 1991 when he joined HMRC’s Excise Policy Group where he worked mostly in the alcohol policy team. In 2000, Phil joined PwC, becoming a global excise resource, leading excise projects in over 30 countries.

In 2011 Phil joined Diageo as Head of Global Excise but after a re-structure which based a lot of tax related jobs in Budapest, in 2014 he became an independent consultant. Working mostly in the alcohol excise sphere Phil is also an expert for the IMF, World Bank, FCDO and USAID, working on tax reform projects in developing countries, most recently Sri Lanka, Ethiopia, Sierra Leone and Lesotho.
